Lobbying isn't even close to bribery. Lobbyists are registered, and lobbyist gifts are limited. As Rick Perry put it, "If you are saying I can be bought for $5000, I am offended." A lobbyist can't bribe an official with money, gifts, or other backhanded ways of enriching them directly.
